The Queen sought advice on the circumstances in which she could sack a prime minister, it has been claimed. A source claims Her Majesty asked her aides for the first time for clarification on just when and how she could dismiss a prime minister who refuses to step aside. Boris Johnson reportedly called the Queen on Sunday to personally apologise for the embarrassment caused by the Supreme Court ruling which decided he had acted unlawfully when he advised the monarch to suspend Parliament for five weeks. It was advice she was reportedly obliged to accept. However, Ian Birrell wrote in a column for the i newspaper: “One well-placed source told me the Queen had, for the first time in her reign, sought advice on sacking a prime minister before the Supreme Court verdict.” Buckingham Palace told Daily Star Online it did not comment on rumours. It is understood that while there have been discussions between Downing Street and the Palace about the constitution and the Queen’s role, it would not be the case that the monarch would take it upon herself to dismiss a prime minister or advise him or her to step down. Any talks did not relate to an active attempt by the Queen to sack Boris Johnson. It is reported that the Queen may have simply wanted to know her exact legal position should opposition MPs approach her if Mr Johnson refused to step down after losing a confidence vote. Under the British constitution Her Majesty holds a number of personal discretionary powers which include the right to appoint the prime minister and other ministers. A House of Commons select committee established in 2003 that these powers also include a right for the sovereign in a “grave constitutional crisis” to act contrary to, or even without, ministerial advice. But experts are at odds over the exact circumstances - if any - in which the Queen could sack a sitting prime minister. It comes as Buckingham Palace said the Queen is "displeased" with David Cameron after the ex-Tory leader revealed he asked her to get involved with the prospect of Scottish Independence . Mr Cameron said he begged the Queen for help ahead of the fiercely-contested vote in 2014. He claimed to have asked if Her Maj could “raise an eyebrow” about the idea of Scotland voting to leave the UK. The ex-Conservative leader said he didn't ask the Queen to say “anything that would be in any way improper”.
