A convicted murderer who denied stabbing a mum and daughter became the third prisoner execution in Tennessee since November after 33 years on death row. Stephen West, 56, was found guilty of killing Wanda Romines, 51 and Sheila Romines, 15, in 1986 and sent to the electric chair. His tearful final words were: “In the beginning God created man. “And Jesus wept. That is all.” West said that it was his accomplice Ronnie Martin, then 17, he killed both victims and his lawyers claimed there was a recording from Martin saying he committed the murders. The version was rejected by the Supreme Court who said it was uncorroborated hearsay that would not have exonerated him. West became the third prisoner to be executed in Tennessee since November when he put on the electric chair at Riverbend Maximum Security Institution in Nashville. He chose the electric chair over having a lethal injection. His lawyer wrote in a court file that the electric chair is “also unconstitutional yet still less painful” compared with the state’s preference of a three-drug lethal injection. Lawyers for David Miller and Edmund Zagorski made the same case before they died by electric chair in 2018. They said that the procedure using the drug midazolam leads to a prolonged and torturous death. West’s lawyer said that “feasible and readily implemented alternative methods of execution exist that significantly reduce the substantial risk of severe pain and suffering” including a firing squad and a euthanasia cocktail drink. Prisoners on death row since before 1999 can still choose the electric chair. West was one of four death row inmates who appealed for federal court permission to have a firing squad which is only used in Mississippi, Oklahoma and Utah. West’s accomplice Martin was tried as a juvenile and he received a life sentence with the possibility of parole in 2030.
